Council Organization

Members

• Election : Elected by common, equal, direct and secret election of the eligible resident
• Quorum of the council: 13 pers. (GA district: 2 pers., NA district: 3 pers., DA Districts :3 pers., RA district: 3 per., Proportional Representative: 2 pers.)
• Term of office : 4 years (However, the term of a by-election member shall start from the date when the election is confirmed to the remaining term.)

Chairperson · Vice-chairperson

• One chairperson and one vice-chairperson are elected among members by secret ballot, and a term of office is 2 years.
• The chairperson shall represent the county council, arrange the proceedings, keep the order of the hall and supervise the affairs, and the vice-chairperson shall act as a chairperson in case of an absence of the chairperson.

standing committee

• The council organizes 3 standing committees including council steering committee, administration & planning committee, and society & city committee.
• Each standing committee supervises process of agenda and petition & civil application belonging to the pertinent committee.
• One member except for the chairperson should be a member of standing committee while the appointment shall be recommended by the chairperson and appointed by the resolution of the general meeting. (However, the member of council steering committee should not hold other jobs.)
• A term of office of the member of standing committee starts from the date when the member is appointed up to two years.

Special committee

• A special committee may be organized to temporarily review and process a specific agenda under the resolution of the general meeting.
• A term of office of the members of special committee is not fixed. When examination of agendas is completed, special committee is expired. At this time, the eligibility of the member is expired.
